公租房（public rental houses），即公共租赁房，是指由国家提供政策支持，各种社会主体通过新建或者其他方式筹集房源、专门面向中低收入群体出租的保障性住房（indemnificatory apartment），它有别于廉租住房（low-rent housing）、经济适用房（affordable housing），尚无一个内涵统一的明确界定。
